Sometime the 12v is dropping to 5 volt

The 12v dropping is due to the rancid PSU that you have.. If you don't want to spend much, go for something like a Corsair CX430w, it isn't the best but is definitely better than what you have now, and probably cheaper

Using CPUID HW Monitor
CM Elite 311 case
in total 4 fans, 2 intak and 2 outlet
Coolermaster thunder 600 W PSU
voltage remain noramal but sometimes the 12 v drops to 5 volt but sometime

But the 12 volt drop is sometime seen...not constand..as it shows in minimum volt spec of HW Monitor and the CM Thunder 600 W is also good one

I am using the stock CPU Cooler
Using CPUID HW Monitor
CM Elite 311 case
in total 4 fans, 2 intak and 2 outlet
Coolermaster thunder 600 W PSU
voltage remain noramal but sometimes the 12 v drops to 5 volt but sometime

Yep it'd be too much of a coincidence to have something else - but who knows. The power supply definitely has to be replaced if its only putting out 5V on the 12V rail. The 430W Corsair would be OK. Without a discrete graphics card you only need 300W. Also a 350W from Seasonic would be real good.
