Try it in a friends pc or back at the shop where you bought it. If they find its OK then you need to look for something else on your pc.

Can you post your build - make and model of every component and OS? We'll look over for anything weak.

has your card been getting hot? is it overclocked? Can you tell us what voltages your getting out of your power supply? - try HWMonitor if haven't got anything else. Post max and min readings for 5V, 3.3V and 12V

Ive read that some people were having issues with the 14.4 drivers and backing down to some older ones and having no issues, you may want to try that.

OK your build looks solid. Maybe the included power supply needs looking at though. Can you give power supply voltages - max and min for 5v, 3.3v and 12vv rails? Maybe use HWMonitor.

Those temps are good.

Writing it is good. Not one voltage is anywhere near where it should be. Don't use that power supply ever again. It'll do damage if it hasn't already

Voltages should be within 5% of nominal value eg 5v =/- 0.2v. Yours are nowhere near what they should be. Buy a good replacement eg Antec HCG 520M

It's just AMD's crap drivers. I have my second HIS R9 270 and this one has Hynix V-Ram, My first HIS R9 270 that I returned had Elpida V-Ram. And when I got my new one with the Hynix V-Ram I got the same stupid Artifacts in Mafia 2 with 14.6 beta, But using 14.4 in mafia 2 I get no artifacts. And also I get the same checkerboard looking things in far cry 3 while driving no matter what driver I use. AMD is just horrible with driver coding. And thanks to fanboys always defending legitimate problems with the drivers it never gets fixed.

You can try underclocking the GPU and VRAM

But honestly it sounds like it might be bad

Underclock checks if it is unstable at stock frequencies (Which can indicate overheating VRAM or bad GPU or VRAM)
The 13.12 drivers are usually pretty stable so if it doesn't work with those its probably hardware
