Windows Lag (Windows 7)

Hi, I'm wondering is it normal for some windows to lag when you drag them around?

For example the MSE client, when I drag the window around it moves around and it jitters for a slight second, and if I have Steam open and drag that around on my games list its bit more consistently laggy. It doesn't happen on all windows, but is it normal for it to do that?

My specs are i5 3570k
GTX 660 2GB
8GB 1333mhz ram
7200rpm 1TB HDD

I ran a benchmark of Kerbal Space Program (Space Simulation game) On Max Settings, 900p.

Frames: 19607 - Time: 185344ms - Avg: 105.787 - Min: 24 - Max: 154

Seems to be fine, a benchmark I ran before I really noticed this was relatively the same.

Frames: 18381 - Time: 178777ms - Avg: 102.815 - Min: 0 - Max: 156


So is it normal for the windows to lag? I use Windows Aero and Windows Aero Peak.

So can I get some clarification on this? Is it normal of those windows to lag? It only seems to happen with MSE (if I make the window larger it jitters more) and the steam games list window.
