I built myself a PC to play solely BF4 and these are the specs

Intel i5-4670K
ASRock Z87 Pro3
8gb (2x4gb) GSkill RipJawsX 1600 CL9
Sapphire R9-270x Dual-X
Corsair VS650 PSU
Win7 ultimate x64 bit

I play at 1280x1024 res @ Ultra

My system is supposed to play this very easily and yet it struggles.

I monitor my FPS using the "Perfoverlay.Drawfps 1" and I see drastic drops speciallly when using Mantle Renderer. I was using 13.11 drivers back then and see noticable drops up to 29fps but still remain a mystery. I see reviews that this thing should run 1080p ultra smoothly. Now I am using the 14.4 beta drivers. I hvnt tried to use DirectX11 render on the beta drivers yet but still this a big confusion and dissapointment.

I run the latest furmark and scored almost the same as the other 270x owners do but slightly lower. I saw a score of 43xx and I only got 41xx

I did a clean install, before installing the 14.4, of the drivers by using AMD Express Uninstall which deleted all my drivers including USB so i pancked but sorta had a fix for it.

Do you think this is caused by a faulty hardware or software?

under mantle BF4 use more than 3gb of vram on ultra...turn down the texture settings one notch and try again, you are probably running out of VRAM at this point...if it still stutter and take pauses turn it down again to medium.

This would be true if he was running at a higher resolution like 1080p and max AA but since he is running at such a low resolution it probably is not using more than 1GB.

That said it could be a bottleneck presented by the CPU due to such a low resolution. I would recommend trying the same thing though, lower the settings or the second option is to try it at a higher resolution with lowered settings.

I never even thought that I will still need to lower my settings at meduim.
Don't tell me that the i5 haswell cant handle BF4 at that res?
Ived seen reviews with almost at exact specs as mine that runs em ultra @ 1080p still achieve 60+ fps.
Is Vsync an issue here?

Vsync should indeed be turned off AT ALL TIME in BF4 and any other FPS games...use it for racing games it's fine, but not shooters...turn it off and test again...oh and BTW the resolutions you are playing at have no effect on your core i5...it has to process the same data, the GPU is happy with that low of a resolution tho, he is the one doing the pixels pushing ;)
