Firstly I apologise if this is in the wrong form.

Is there a safe way to access sites and videos that will not normally let me do so because of were I live? (Australia) (Example: Hulu.com)

Secondly can you explain how this is technically done, how they know were I am and how Im blocked, would like to know more about the technical side of whats happening.

Whats the point of it?
Who's doing it, the website? The govement of my or the sights country?

This annoys the #@%$ out of me!

Nope. Not racism. Rather it is a matter of intellectual/creative property rights and how the shows on hulu are licensed for viewing. Sites "know" whether you are accessing them by the IP address you are using. So, if you are using an Australian IP address and access requires one from the US, then you are out of luck. The BBC is very popular in the US and those shows are not legally available via their player as a result of the same sort of issues.

There are work-arounds for some services (like using a VPN service) to make international users appear as a US user, for example. However, many of these VPN sites are truly scammers. So be very careful.

Use of VPNs in certain cases could in deed be considered illegal and you could subject yourself to possible prosecution. Before embarking on this path, check out the VPN provider thoroughly. You don't want to pay through the nose or have your ID stolen over an episode of Friends (so to speak).
