My computer keeps black screening and it also crashes with a buzzing sound. At random times

When I use our family computer it has a tendency to black screen so I have to turn it off and back on again. Also it crashes with a buzzing sound just before.

This kind of sounds like a video card problem. The "buzzing;" could it be a sound stuck in a loop? Is the sound coming from the speakers or the PC itself?
Has this just started to happen? How old is the PC and what kind of PC is it?
More details will be needed in order for me to help troubleshoot this.

It's a HP pavilion 23 it has touch screen on it. It is about a year-year and a half old. It started happening a few months ago without the buzzing sound and just last week I refreshed it and it helped for about two days then started doing it again. From that point I only redownloaded two things: pokemon Tcgo, and Minecraft.it also blacks screens when my lil sis uses it to type for school. I'm only 15 so I'm not very techy so sorry about this.

Does the computer feel hot when this happens? Feel all over the computer when it does this and let me know if it feels hot anywhere.
I would get a compressed air can and blow the dust out of the computers vents to help keep it cool.
When you say refreshed it, does this mean you restored the computer back to when you bought it for example?
