Ok, will need a moderate amount more information.
First off, you do have all the rest of the parts assembled in the computer correct?
When you power the computer on does any lights on the outside come on?
Is there a light on the motherboard, and does it come on?
Do the fans inside the case turn on?
Do the hard drives and cd drives power on
Does the monitor say no signal, or do you just get a blank black screen?

Do you have the 4pin cpu power cable plugged into the motherboard?
I would normally say it sounds like a bad motherboard but that power supply is really crappy. 250 watts is already low, should have 350 watts for a pc with integrated graphics, and to make it worse a cheap brand psu will almost never put out the advertised power to begin with. Never go cheap on the part that can destroy everything else in the computer, the PSU is the most important area to spend a little more money on.
