Gaming PC won't display

I just bought a gaming build and received it today. I'm the second owner and I plug it in to run it and it starts up and fans run but I don't get a display. I plugged it into hdmi, 2 different cables and no luck. I switch to a pc monitor and no luck either. I ask the seller what the problem was and the only answer I got was that a cable could be loose but I checked and it doesn't seem likely other than the ones already hanging out which I have no idea what are for. And I don't hear any noises or beeps, I'm no expert on computers so hopefully I don't have to go through some frustrating process to get it working. And also the USB doesn't power. None of the ports do for some reason. Plug in a monitor or a mouse and they don't power up. Can someone help me figure this out? I also have pictures if you have an email I can send to..
