I am thinking about getting a gtx 770 4gb windforce. I'm not familiars with over clocking and won't be over clocking personally however I noticed how this is already over clocked in stock models. Would this affect my CPU since in using a stock fan on the CPU. Or would there be no affect. Just want to make sure before I install everything

Yes it would run your CPU but with some noise, if you're ok with noise then yeah, stock cooler would be fine :)
Your CPU would run hotter on "CPU's stock fan" and your OC'ed graphics card won't affect on your CPU.
I would recommend you to buy an aftermarket CPU cooler like 212 EVO.
That cooler would run your CPU cooler and quieter :)
