Will i run Empire total war with these specs???

CPU: pentium 4 2.8 ghz ht enabled
GPU:nvidia geforce gt 610 1gb ddr3
2gb ddr2 ram performing at 600mhz(i can upgrade it to 4gb drr2,should i???)

i once installed empire but it was lagging.Then i installed napoleon ans shogun 2 and both are playable ,napoleon runs better than shogun 2 (about 10-20 fps on med settings).On big battles when i zoom in they lag but i am satisfied with the gameplay using this hardware.

Yeah, you can run the game at low settings. I would upgrade to 4 gb if possible because it will really help in gaming, but probably not for this game in particular.

is there any possiblity to run it on better quality because on low sttings it seems like i am playing shogun 1 tw or medieval 1 tw???

Probably not. Your graphic card and processor are just not good enough to the game any better.

Probably not. Your graphic card and processor are just not good enough to the game any better.
