Vista 64 bit nvidia drivers not completely installing. Tearing problem.

Vista 64bit ultimate sp2
ASUS M5A99FX_PRO_R20/‎ with the latest bios (2301 i think)
kingston hyperx ssd
gskill 8g 1866mhz
gtx 295 (don't know the make) 335.23

i installed vista64 on my new hyperx but i had a problem and had to install it again after doing a full format of the drive. it works but i'm getting terrible screen tearing on my desktop/windowed apps. flash player up to date, youtube tearing, even this page is tearing when scrolling up and down.

I've got the same vista on my old western digital mechanical drive which is in my system as a back up in case i have a problem, if you know vista64 you'll know why i've kept it. (garbage) i've tried removing all nvidia drivers by uninstalling them and also using clean sweep both in normal OS and in safe mode but am unable to sort this out. I've also tried turning off vertical sync and changing the windows theme but no change.

my chipset drivers are all up to date as are all of my required driver. now if i install nvidia with their wizard for some reason the physx don't do as its told because if i try to uninstall through windows it can't find a certain folder. if i install from the physx folder on the c drive after the wizard has done its magic it is then discover-able in the uninstall feature in my control panel.

if i bring up clean sweep on both drives i get alot more files in my original OS and most of them are registry files. it seems that not everything needed to run my GPU is installing and now im stuck. i've tried copying all my NV folders and files from my old drive to my new but im still getting this tearing. i have pictures of my clean sweep differences but know not how to post pictures on this site.

i tried old omega drivers but they don't work at all. if i load my original OS by using F8 on startup i get NO tearing at all on anything. 2 reasons why i can't use my old drive. 1. its much slower than my ssd and 2. its almost dead making that dying of death sound.

What do you mean by tearing problem? Describe the issue.
