Serious problems while trying to play almost anything!

Right I'm completely new to this forum so bare with me.

I've had my computer for a long while now and I know it needs updating but recently I have started to game using it again. Im playing games that I used to play years ago with this system and the same set up but now they lag something rotten. For example, I've been trying to play counter strike source on the lowest settings (where as I used to have it on medium/high) and its near impossible to play. Ive also been trying to play the likes of Enemy Territory which should run perfectly and even that lags a ridiculous amount. I have also noticed that many things seem to make my CPU run at near 100% according to task manager which it never did before!

If anyone has any ideas on what's going on please enlighten me. I'm relatively good with computers but please describe things as if I'm an idiot because its been a while lol.

My system:

Windows 7 Ultimate
AMD Athlon 62 X2 Dual Core Processor 4400+ 2.30ghz
5gb DDR2 ram
AMD Radeon HD 5450
232gb HDD
AMD High Def Audio Device

PS - All drivers are up to date, I've already reinstalled windows and ran every virus scanning software, CCleaner and all the others.

You probably need to go to sysedit and see what programs are starting when you start windows. You probably have too many running in the background and eating up system resources.
You have 5GB of DDR2, which means you have a weird configuration of sticks. The fact that they are matching does not matter.

The RAM though will run at the speed of the slowest RAM stick. Make sure your RAM speed is not limited by one of the sticks.

Thanks for getting back so quick. As for the ram I have two 2gb and two 512mb. Shall I remove the 512mb ram and just leave it as 4gb?

And I have just reinstalled windows and there are next to no programs running in the background. Also run msconfig and stopped non-essential startup programs.
 
Make sure you can run it on your power supply. Even though your CPU would bottleneck, a faster GPU is still a faster GPU, and would be a large improvement over what you have.

To get into the BIOS you usually have to hit some key when you are first starting the computer up. It depends on the motherboard.

Yeah just checked and the power supply I have is way too small to run that card. And will check the BIOS in the morning. One thing that really still confuses me is that on 'CanYouRunIt' it says that I have a more then adequate machine to run Counter Strike Source but when I play it, even on low graphics its just terrible! How can this be as I dont think that the RAM would cause that issue would it?
 
If the RAM is running too slow, it could hamper the whole computer. I say this because I ran a similar setup with an AMD Athlon 64 4600+ and it was running stupidly slow. Turns out one of my sticks was running at less than 533MHz.

A new power supply would be a good investment if you have the funds.

Hello again, I had a look at the BIOS this morning but couldn't see where abouts I could tell the Mhz of the RAM. I have removed to two 512mb ram and it seems to be running almost exactly the same as it was, no slower at running multiple programs and no slower at any system programs either. My CPU seems to be averaging around 20% with random spikes now and then. I'm about to try running a game now to see if there is any difference in performance but I imagine there wont be.

I've managed to fix the issue now. If anyone else has this problem then follow these steps:

1. Open the Registry Editor. (Start>Run>regedit)
2. Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile\
3. Set the "NetworkThrottlingIndex" value to FFFFFFFF hexadecimal. (Default value is 10).
4. Restart your computer.

This worked perfectly for me and now 3 games i've tested so far run beautifully!
