Wireless EXTREMELY Slow on One Computer

My wireless internet connection is amazingly slow on only one of my computers in the house. In total, there are 3 laptops, 1 computer, 1 tablet, and 4 phones connected to my wireless, and 1 computer directly hooked up to the router via ethernet cord.

Using one of the laptops (stationed right next to my computer), I ran a speed test. The resulting ping, download speed, and upload speed were 10 ms, 10.49 Mbps, 0.66 Mbps. I ran a speed test on the computer, and the results were 21 ms, 4.71 Mbps (sometimes this value is around 2 Mbps), and 0.65 Mbps upload.

There are no viruses on my computer as far as I am aware.

With such low speeds, I often find myself unable to stream videos at 1080p on YouTube, play games due to lag spikes, and Skype with friends. This is extremely frustrating, and any help would be very appreciated.

Computer Specs (not sure if this is relavent or not):
CPU: Intel i7-2600
MoBo: BioStar TZ77b
GPU: Nvidia 650ti
RAM: 8 GB
OS: Windows 7 64 bit

On a good day none of my family are on and I get 1.3 Mbps.

Try connecting your pc to the router with ethernet cable. If that improves it then your network adapter isn't running as fast as it should.

Unfortunately, the router is in the basement. Getting an ethernet cord up to my PC is close to impossible. I guess I'll try moving my PC downstairs, seeing what WiFi speeds are like, and then trying out what the speeds are like directly connecting the PC to the router.
