Would a videocard be needed for an HTPC to play videos in 2160p?

I think so. I know Intel's Haswell integrated video (HD 4600 or even HD 4000) can play 1080p without a problem, AMD even more so, but I doubt they can pump out the pixels for 2160p. You'd need a video card for that I'm pretty sure.
