I wouldn't bother, you'll need a new PSU as well.

Just upgrade the whole system and save your money trying to make it work.

1. What brand and model computer do you have?
2. Open up the computer and look at the sticker on your power supply. What does yours say for the +12v column.
For example, look at this sticker: http://admintell.napco.com/ee/images/uploads/gamertell/...
There are four +12v columns:
+12V1 +12V2 +12V3 +12V4

Oh good point. :)
But, I guess there's another issue. It is possible that if he purchases an ultracheap video card (like the 610) that it will actually be slower than the integrated graphics he has now. So, it may be useful to find out what computer he has now to see if it is even worth it.

What is the wattage of your PSU? It's probably 300W or less, not enough for a dedicated card.

It's an Intel Core 2 dual, any modern card will bottle neck on your CPU.

Mini towers are not designed for gaming, they don't have the room and they run to hot. The PSU is proprietary to the tower, and it's insufficient power and cheap quality. You cannot replace it generally, a standard ATX PSU will not fit. If you do find one, it's going to increase the temperatures in the case and may be more expensive then it's worth.

I do not recommend any updates on your system. Save your money and replace with a full sized, customer build tower for $500 - $600.

If you want a gaming solution, build a computer that is dedicated to gaming. If you try to squeeze FPS from a rock, you'll end up with a poor experience.
