Temperature Problems in case

To start, my specs:

CPU: AMD FX-8320 (4.2 GHz, even though I shouldn't overclock with my motherboard, I need the extra speed)
Motherboard: MSI 760GMA-P34(FX) (Need an upgrade, even though I just upgraded, but this is just getting annoying.)
Case (what is holding me back partially) : Rosewill LINE-M Micro ATX
CPU cooler: Corsair H60 Closed loop water cooler
Fans: Rosewill fan for out-take, corsair fan for radiator, no other fans supported, possibly considering hooking up fans to my PSU somehow)
PSU: Corsair CX750 750 Watt 80+ Bronze
GPU: MSI Radeon R9 270X Gaming OC 2G (Overclocked to 1150/1200 MHz core clock and 1450/1500 MHz, depending on the game I am playing to avoid RSOD)
Hard Drive: Western Digital WD10EZEX 1TB 7200 RPM HDD
Optical Drive: Something from an old computer, no brand, but hey, it works.

Into my issue: My temperatures have been rising every time I play games. The min/avg/max temperatures just rise. With my new watercooler, the radiator blocks off any intake fan there is and lets off a ton of heat in my case (which, in a way, defeats the purpose of a watercooler). My GPU used to go down to around 27 C when idle, but now goes up to 40 C when idle. My CPU used to only go to maybe 40 C around load and 25 C idle, but now goes to around 65 C load and 30 C idle. My hard drive, which makes no heat, goes to 60 C because of the radiator heat, which never did much when I first installed the radiator. I noticed that while playing Battlefield 4, my CPU usage was high and my frames were dropping to 30-40 fps on my mix of Medium-High-Ultra settings, 2XMSAA, for about 15 seconds while playing, and then just goes back up to 120 fps or so, as I am used to. I noticed that the GPU usage isn't the 90-100 anymore while in big areas. It goes down to 35-50, maybe up to 80 if lucky, which was my problem back when I was bottlenecked by my Athlon X4 760K, but this is an 8-core CPU which showed me 95-100% usage at all times on the GPU, no matter what. CPU usage on all 8 cores is around 80-90% usage. This is on Silk Road in BF4, a highly graphically un-intensive map. I suspect that it may be dust, because there is a small layer of dust, not a full layer, just pieces of it everywhere, but I just built this 3 months ago and upgraded to the 8320 and a new motherboard about a month ago. I think I need to upgrade to yet another motherboard with a BIOS that has a GUI to make overclocking and BIOS tasking easier, but all of the motherboards that I can use are 760G and 880G, because of my Micro-ATX case. They are older chipsets, and the 880G isn't offered on that many good boards. Only 2 total, one being ASRock, and the other being Biostar. I need a good (amazing) overclocking board for Micro ATX that has maybe 4 fan connectors, excluding CPU fan, maybe VRM cooling (probably not found on Micro ATX AM3+ boards with the 760G and 880G chipsets), probably BIOS with a GUI, won't give me bluescreens when overclocking past 4.2 GHz, and fits these needs. Also, I need some fans for my case (3 probably). I don't care about noise, just cooling and stability. Here is my case:

It is pretty crowded, especially cramming in the radiator and GPU in there, but I will be willing to spend about $60-$70 (more if I have a good reason) on the motherboard if I get a new one, and really as much as needed on fans.
