Here is my build:

I have no cooling included as I don't plan to overclock. At what point would I need to invest in some kind of cooler? Should I include a cheap-o fan in this build just in case?

I live in Florida and it's soon going to be Summer, which means brutal heat. My house will probably be upwards of 80 degrees for the next 3-4 months and I have some concerns.

Solution
Considering that the temp specs for parts is generally over 80 Celsius and while stock cooling isn't great its meant to be enough in almost all conditions without an overclock you are fine

The stock coolers are not sufficient above Quad core and 3.3 Ghz. for the long haul. Fix your Pc partpicker link or list what your build is and we can answer your question. With your heat this summer you probobiy need more than stock cooling.

Not with a high ambient temperature and a lot of intensive gamig. The key to longer processor life as well as computer component life is keeping things as cool as possible. Yes stock cooling may get you by but that depends on the situation.
