Will a 4130T work for a super-low cost gaming PC?

I'm about to get started on building a gaming pc for my cousin, who wants to be able to play Skyrim on ultra at 1920x1080 (that's pretty much the only purpose for this build).

His budget is very limited, so price is very important (pretty much every dollar counts). I can get discounts on certain CPUs:

i3-4130T for $62
i5 4570S for $97
i5 4430 for $93.

I know that the 4130T is really more of an HTPC cpu, but would it get the job done, or would there be a pretty big bottleneck? If not, which would be a better choice out of the ones I've given? I'm not against AMD, either if I could get a sufficient processor for less than $100.



Any advice on the rest of the build is helpful too. I'm wondering about the GPU and mobo. the MB needs to have a USB 3.0 header and room for a video card and wireless card, but since I can't imagine him doing any overclocking, those are pretty much the only important features.

I'd say his budget is probably around the $650 mark. I've only ever built Intel PCs, so I know absolutely nothing about AMD. Would I be able to get anything comparable to those Intel processors for less money? It seems that the motherboards for them are cheaper at the very least.
