First off I have a Gtx 660 with an i5 4570 cpu so theres no doubt that this cant run the game maxed. My question is that first off, turning v sync off, the game is still capped at 60fps and it still feels like v sync is on, as the mouse is slow as if v sync was on. Ive capped the fps with msi afterburner to 59 so it wouldn't reach the 60 cap and at the 59 cap the game, it runs smooth. Question is why is Fallout New Vegas still capping the fps at 60 even with Vsync off, is it something to do with mouse or the game settings? Anyone that has had the same problem help please:)

It's a problem with Vsync on that game (and some other Gamebryo engined games if I remember correctly). Turning it off in the menu doesn't actually turn it off. I can't remember where I first read about this issue (it was some time ago sadly), but a quick google revealed:

"You can force VSync off in Fallout: New Vegas by editing a command variable found in the Fallout_default.ini file in the \Program Files (x86)\Steam\steamapps\common\fallout new vegas directory. Make a backup copy of this file first, then open it with a text editor like Windows Notepad, and alter the iPresentInterval=1 variable to iPresentInterval=0 and save the change. This will forcibly disable VSync in the game."

I haven't personally tried the fix as I prefer playing with Vsync on (screen tearing drives me mad), and did just that when I played New Vegas. Great game by the way. Anyway, I hope that answers your question :)
