It is thermal throttling either caused by CPU or Motherboards VRM's overheating.

How do I fix it! My cpu temps stay at around 30-40 when gaming, and what's a VRM ?

Voltage regulation module or mosfet it is usually mounted right behind the CPU socket, they regulate the CPU voltage. Your board unless rev 4 is known to have issue with them overheating. Is your CPU overclocked? If so try running at stock. If already at stock try running an open case with fan blowing on the VRM's

Thanks bro, I ran at stock speeds, and used an open fan to blow into my corsair H80 fan which was already hot as f***.

Doesn't seem to throttle down anymore.
