New PC Build. Need some help

So i'm looking to build a new rig. I'm planning on trying out liquid cooling, so im curious as to what I am going to need as far as that goes.
I would like to run dual GTX 700 series, not sure on the specific model yet, and an AMD FX-9590 4.7GHz 8-Core Processor. I would also like a bit of guidance for mother board options, I was looking at Asus
Sabertooth 990FX R2.0 and Gigabyte
GA-990FXA-UD7. Any information would be greatly appreciated.

I would recommend you an Intel build, it's way better than AMD build :D
