System doesnt detect NIC(built in or Mini PCIe card) Win7 EVGA X79 SLI mobo

,PC wont detect any it's own internal ethernet adapter
,Enabled in BIOS
,Wont detect new MiniPCIe adapter: intel EXPI9301CTBLK Network Adapter 10/ 100/ 1000Mbps PCI-Express 1 x RJ45
.Mini PCIe enabled in BIOS
.Tried disabling and re-enabling in BIOS
.Tried uninstalling and reinstalling (updated) drivers (used drivers from EVGA Win7 64bit), but drivers never complete install as they do not detect an adapter Same goes for the Intel card
.BOTH network adapters internal and the card's link LEDs flicker and blink to shows there's communication with the router. Though router doesn't see the adapter

The adapters listed here in device manager are two USB adapters: one wifi adapter, and one bluetooth dongle for my PS3 controller.
I can't figure why it wont detect the addon card or the internal..
If someone out there has any suggestions I'd be most grateful as I'm totally burned out of ideas. Please / Thanks

Yeah the only thing that makes sense is OSRI unfortunately. Friend of mine recommended booting with a Ubuntu disc to see if that OS detects it first to help rule out hardware. Never used Ubuntu so got a little googling to do. I have a feeling a VPN or some other software I may have installed bout 4 months ago may have caused this. I just never even bothered to look at it till now since I moved I'm able to have the router next to the computer again.
Check for an updated BIOS for the motherboard. Did this work before? Anything happen before it broke? Power surge, Windows Update? Did you try rolling back Windows to a prior date when this did work?

Next thing to try after all that is a clean Windows setup, after that, contact the vendor to get the motherboard replaced, although I am thinking a new Windows setup will clear this up since both the internal and add-on card did not work.
