Has my CPU failed?

i am trying to install windows 8.1 onto a new hardrive/ssd while doing this i am able to install it but once i am through the install it is impossible to make it through to the desktop. My computer constantly freezes and BSOD with the error time clock_watchdog_timeout. I did some research and it says that it generally means that my CPU is dead.

Specs are:
Gigabyte GA-Z77X-UDH3- mobo
Intel i5 3570k
Silverstone 700w PSU
Gbyte 7970 windforce OC
Kingston 120gb SSD (boot drive)
WD blue 1tb HDD

Any help would be greatly appreciated i am ready to replace my motherboard and CPU but i dont want to do it and have it not resolve the issue

The problem with following the steps is that i cant access my desktop so i am unable to do pretty much anything ive been in the bios and fiddled around as much as i can and also updated the bios and attempted to install the new chipset drivers
 


Did this problem occur with your previous installation? If no then it CPU is not faulty. Check your ssd/hdd.
