Gta 4 gpu usage very low!!!!!!!

Hi I have an AMD A8-4500m with 4 GB ram and amd 7640+7670m.When i play gta 4 it gives only 20-30 fps max i tried updating the game,drivers,Dx11 etc.My GPU usage is also at 30-50% and CPU is 60-65% so anyway to increase the usage of this or to make the game give more fps?????.I also tried some commandlines.Thanks in advance.....

Come on GTA 4 is poorly optimized for PC. So don't expect high settings. Use medium settings

I only get 12 Fps at high settings

anyways it worked and now i am getting around 40-50 fps

First of all you have to ReadyBoost your one or two pendrives and then change your monitor's connector from VGA to your graphic card's DVI port. This will increase some FPS of the game.
