GTX 780 base clock problems?

Hello,
So recently I've been having a lot of problems with my PC, apparently GPU related, my screen freezes and the monitor will usually shut down and say there's no input or something like that, recently I've been also just having freezes and have to manually go and flip the power switch on and off because not even the power button is responding after a freeze (This is new).
So recently I downloaded GPU-Z and decided to check the numbers on my card, apparently mine is running at 973 MHz whenever a game is open, which is weird because I have never overclocked and the base clock for this card on every website I've checked is around 873 MHz.

So my question is basically, is this normal? I tried underclocking it using MSI afterburner but it won't go lower than 901 which is still higher than the normal base clock.

Did you buy a factory overclocked card? Looking online for the base clock is useless if you bought one that was overclocked out of the box. That's what I bought. I've never tried to under-clock mine below that factory overclock so I don't know if there's some kind of minimum clock.
