CPU usage- 30% usage while idle

I have windows 8.1 and i am finding that my CPU usage on startup is about 30%, while it is idle. I have my OS and all my drivers installed on SSD, while my 1 TB hard drive is storage for games, movies, videos, pictures, etc. I was hoping you can help me find the culprit.

I have the following configuration-

Gigabyte GA-H87N-WIFI- MOTHERBOARD
PATRIOT VIPER XTREME 8GB(1) DDR3 1600MHZ MEMMORY- RAM
ASUS GEFORCE GTX 760 2GB GDDR5 1006MGHZ- GRAPHIC CARD
Intel Core i5-4670K Quad-Core Processor -3.4GHZ 6MB L3 CACHE- PROCESSOR
SEAGATE HDD 1TB 3.5" SATA 3 64MB CACHE- HARD DRIVE
Kingston SSDNow V300 120GB- SSD

Its also odd, that my ram usage while idle is also about 3.4 GB out of 8 GB installed. It could be the process causing high CPU usage, could also be using memory as well.

EDIT: This is a fresh install, and I have yet to transfer my files and folders from my old pc. Could be a virus, but I highly doubt it since i only updated to windows 8 on monday, and 8.1 on Wednesday.

Yes, i did. I only have all Nvidia GPU drivers, Intel LAN and SATA drivers, along with Realtek audio drivers. However, i did install the drivers from the cd instead of the manufacturer's website. I am skeptical of removing it and trying to install it from the website now.

I haven't installed any virus/malware protection software, nor i recall being prompted to get one to clean my system. I know that bit defender comes with anti malware and virus removal embedded in it. I never install 3rd party anti virus. In the past i have let combo fix do the job when i find my computer running slow and sluggish. I have also used anti malware bytes in the past. Given that windows have already improved on the security, i don't plan on installing any antivirus/antimalware programs.
 
*Hey, your computer is scanning the hard drives for malware, and also building a searchable index (svchost).

Just leave it alone and it will eventually drop to about 5% or so.

Also, 3.4GB is typical usage if you have 8GB installed. If you had 4GB it would be less, but Windows buffers as much into the faster System RAM as it can to prevent slow hard drive access times but prevents using too much so it has some free to work with (loading a game or whatever).

^ So does that mean windows use close to half of my ram for in built windows processes? So even if I were to upgrade my RAM to 16 gig's, I would still only get half the usage? I guess when you mentioned that windows is capable of freeing up RAM, when user requires more RAM, I am guessing you are referring to pagefiling feature?

Also, I have noticed that there is a drop from 30% to 5-6%, but it jumps back again. I am guessing among these 2 processes, they are constantly using CPU to perform an action, and then when it is performed and completed, the CPU usage drops; till these 2 processes try to perform the action again.
