Can I run Assassin's Creed 4 with my system?

My spec is

CPU: Intel core i5-3470 3.2 GHZ
GPU: His R9 270x Iceq X2 Turbo Boost
Ram: 4GB DDR3
OS: Windows 7 32-bit service pack 1

Can I run Assassin Creed 4 with max setting in 1440 x 900 resolution with this? Should I upgrade something to increase its performance?

yes you can. 4gb though, is the minimum needed these days. after upgrading your os, adding another 4gb of ram will be a worthy upgrade for your system!
no cause assasins creed blag flag is terribly optimized for pc and trully a console port. maybe patces will increase performance but generally its really a pain on maxed setting on most hardware. also better upgrade the os to 64bit to actually proper utilize all your 4gb of ram. i would also upgrade to 8bg. your cpu - gpu combo is fairly balanced!

Assassin's Creed IV is a pretty demanding game mostly because it's poorly optimized like chris987 said. I run it at max settings with a EVGA GTX 770 4GB, an FX-8320 CPU, and with 8 GB of RAM. It runs pretty well, unless I have the V-sync on. If you ever have performance issues with the game just turn off the V-sync. If it's still rough then just turn down the Anti-Aliasing. To be honest, your build is probably sufficient enough to run the game on High as long as you just tweak the settings a bit like I previously described.
