Will a Tommade 650w PSU handle a radeon 7770 1gb DDR5?

I'm planning to buy a Radeon 7770 1gb DDR5, but I'm afraid that my power supply will not be enough for my PC. Do you think a Tommade 650W PSU will do?

That power supply is a very low end, low quality unit. Even without knowing the rest of your system specs, I would recommend that you replace it with something from Antec, XFX, Corsair (TX, AX, HX), Seasonic, PCpower and Cooling, or Rosewill CAPSTONE series, or EVGA SuperNova series.
Your actual power needs may be less then 650W., post your system specs. and we can advise.

I have a core i5 processor with 2 4 gig rams, a single 500GB hard disk, and a dvd rom. Aside from that there's a single fan... that's that.

A quality 500-550 watt system will run your system (See my prior post for brands etc.). Your Tommade might be able to produce the minimum 19amps needed for the your whole system, but there is a real possibility that it can't. If it can't you will get crashes and lock-ups, and possibly the PSU will simply fail and die and could wipe out your mobo or CPU, or RAM, or that new video card.
I could find absolutely NO specifications nor review for Tommade 650 PSU's other then what is in this discussion of manufactures;

Even their website: it didn't even list a 650Watt unit.
You can take a look at this, too. Gives you an idea of power needed for video cards. Yes, Manufactures do estimate a little high because people build different systems and some overclock: This chard does not take into account any overclocking.

OH! Just noticed, only one fan. If you add that card you will need a little more airflow as it does run warm. Probably need an intake fan if you don't have one, or an exhaust fan.
