PC gets stuck at "Starting Windows", won't install new OS too.

So I just cleaned my PC as it was shutting down randomly and thought dusts were the culprit, here are what I did in order.

1. Removed faulty video card
2. Reseated RAM and fans (to clear dusts)
3. Brushed other parts of the motherboard

Then there wasn't any display output on the monitor (it's connected to the onboard) so..

4. I reset the CMOS Battery

Then it booted! But..

5. It hangs at the Starting Windows screen
6. Tried booting into Safe Mode but it stops at "avg....sys"

Tried to install a new OS by inserting a DVD but..

7. Windows 8 installation says there is an I/O error (Error 0xc00000e9) and it won't even start installation.

What should I do and are there any remedies? Unfortunately buying a new motherboard/hard drive now isn't considerable as I am dirt poor at the time SO PLEASE LET THERE BE A SOLUTION.

I am using a Gigabyte M61PME-S2 motherboard by the way.

Yes my hard drive shows up in the BIOS. The Windows splash screen always loads but it just stays there. Sometimes hangs there and other times just retarts and do the same process again.

I tried booting up a Linux LiveCD as suggested and it detects the flash drive but refuses to boot in it. I'm sure I did the correct steps to make a bootable drive.

Now I'm trying to boot it again and output to monitor is gone again. Man I think this is the motherboard going bonkers on me.
