New Custom Gaming PC Freezing

So I just got done building my gaming PC, got it running, but now whenever I run any program that adds more stress than just web browsing, the whole system freezes. For example, If I'm running CS:GO, I can get into a game (albeit with a few very slight stutters) and it runs fine for a few seconds, but then it freezes in one spot, repeating the same snippet of sound over and over again. When I ctrl-alt-del, the selections won't highlight (sign out, switch user, etc.) but my cursor moves fine and when I select task manager, it goes to the desktop, opens it, but freezes and doesn't load anything (or shows the open programs, although I can't select any). The only way to fix it is pushing the restart button on the case.
Now for a few weird symptoms to mix things up: right before the system freezes, the mouse lags (I'll click, a second later my gun fires on screen). Also, when I go to task manager, the desktop is reverted back to the default resolution, putting some of my icons off screen. One time, I managed to get back into CS:GO (through a tad bit of button mashing on task manager), but my mouse wouldn't work. It froze again shortly after. I checked the CPU temp, and it says it's anywhere from 6 to 15 deg. C. Any help is appreciated.

Optical Drive $20 DVD drive that's not hooked up at the same time as my hard drives because I only have 2 SATA cables

Windows 8.1 64 bit
There's a slight possibility that there could be issues with the keyboard/mouse, so here they are:

I tried another, same result. My GPU and HDD/SSD are around 20, but my CPU is still 6-20. It's only like 50F in my basement here, and almost nothing is being processed. IDK.

Yeah that seems normal if its at 3.8-4 ghz, that will just be auto settings in your mobo ramping the cpu up when it thinks you need it.

Go back over your build and check everything - make sure the ram is clicked in properly, all connections are secure, and that the gpu is seated correctly and has power to it.

If you tighten everything up and still have the same problem then maybe try powering down and removing a stick of ram at a time to test. then take the gpu out and run without - try to pinpoint what the cause of the problem is.

Did you have any issues when you built the rig? or did you just put everything in the case and it fired up first time?

It doesn't only happen with CS, but updating the BIOS was an idea I had. Mine has the last version, which is 1 year old. I could throw on the newest one, released in March, as a last resort. I checked all connections, ram, gpu (no separate power for it though - I don't know if that's right. there is a pci-e power cable from my psu, but I haven't seen a place for it go on the gpu or mobo. No problems were brought up in the NVIDIA control panel, so I let it go), sata, but still no dice. Again, it's not just CS. ANYTHING that causes anything even remotely close to "stress" - even using Chrome over IE or Firefox - will cause it to freeze. It doesn't lag at all before that (except for mouse clicks), it just freezes up. Thanks for the advice so far though

Tried that, didn't help. I think that those mainly just mess with the sleep timer and stuff though. I did talk to a Geek Squad guy (apparently he use to build gaming PCs at his local shop) and he said that Biostar mobos made his life hell when he worked there. Taking that into consideration and the fact that this probably is a board issue, I'm just going to return it and get a better one from Asus or something. Any suggestions for a good board that is compatible with all of this stuff would be appreciated.

Seems that my answer did not get posted...

I'd recommend you to buy Intel chipset or new motherboard if your current motherboard does not support Intel chipset. (Which is have a high chance of needing to change it)
