this is going to be my first water cooling setup....so will the Phobya DC12-400 be enough for 2 radiators, CPU and GPU water block's?

You can get some good deals in the combo deals. A custom water cooling loop isn't a very economical route.

right now I only have a EK7970 waterblock and a alphacool 30mm duel 120 RAD....I going to get a triple RAd for the top of case....I just gotta get a CPU block...and decide what color tubing that'll look good with my white PC case

I would get clear tubing and color the coolant. Blue would look good in a white case. But with clear tubing, you can change the color every time you change out the coolant.

hmm....I've read the opposite...reg distelled water with colored tube..plus I am also concerd with the problems ive herad with colored fluids

The tubing itself is relatively cheap, so you can change your mind. The coolant is usually just distilled water and a biocide additive.
