why wont my r7 250 not work in my hpe h8-1020?

i bought a brand hew gigabyte r7 250 gddr5 1gb graphics card. when i installed it all i got was a black screen. Anyone know why?
my pc is a HP HPE h8-1020 with i7 2600s quad core processor
8gb ddr3 ram
currently a radeon hd 6570 gpu
what is the issue?
i upgraded the psu to 950w so not sure why it wont work.

I'm assuming you were using the integrated graphics before you installed the new card. I don't know what steps you've taken so....
Connect your monitor back up to the motherboard graphics. Make sure the latest driver for the new card is installed. Reboot your computer and enter the bios. In the bios there will be a setting asking you which graphics option you would like to be primary. Onboard or PCI. Choose PCI, save and reboot. Then connect the monitor to your new card and see if that corrected your issue.

my BIOS is set for the card already. I was using the factory installed Radeon HD 6570 before and that worked fine. I uninstalled all the drivers, switched the cards, booted the computer back on and its just a black screen. So i switched everything back to my old card and it worked perfectly fine. Im afraid the card may be DOA...i have no other system to test it on...but its the only logical thing i can think of seeing as how my rig has no other issues.
