I currently have a Dell Inspirion 560S that is absolutely horrid for gaming. I'm trying to overhaul the system so it can run modern games even at the lowest settings as long as they run smooth. Current System Specs:
Processor: Pentium Dual Core E5700 @ 3 GHz
Ram: 3 Gb
Graphics Card : Intel G45/G43 Express Chipset
Stock PSU

What can i upgrade to that will enhance performance and how much can I expect to pay?

That PSU will limit your options, and high end cards would be bottlenecked by that older CPU anyway.

However, a GTX 750ti is quite power efficient and runs about $150 generally. Below that a 750 (non-ti) $120-$130

Is this a slim tower though or a standard width? If the former you'd need a "low profile" card just to fit in the case

Would it be worth the expense to upgrade to a 500 or 650 watt PSU or to upgrade the CPU? Or at that point would it just make more sense to get a new machine

Well how high can your budget go? If you can save up for a new machine that would be much faster than any modification of this can achieve.

Exactly. Heck, at that point he could get a nice AMD APU (A10-6700/7700k) with integrated graphics and be way ahead of where he is now and a low end Gigabyte board for about $200.00 - and he could still upgrade even further down the road to discrete graphics (R7 for hybrid crossfire)
