R7 250 not working in HP h8-1020

I currently have an

HP Pavillion HPE h8-1020
Intel i7 quad core processor 2.8 gHZ
8GB DDR3 RAM
current GPU Radeon HD 6570 (factory install model)
and i upgraded my PSU to a 950w

I bought a brand new Gigabyte R7-250 1GB GDDR5 factory Overclocked card and attempted to install it. All i got was a black screen. ReSeated it a few times with the same issue. Someone please help :)

Can you test the new card in a different system?

Are you getting anything when the computer comes on for the P.O.S.T. and detecting the base hardware in BIOS? Or is it just straight black?

Also, how is the monitor hooked up? DVI? VGA? HDMI? VGA adapter to DVI port?

straight black screen. i hear it post, just nothing is displayed. I am using an HDMI moniter/TV. but i also tried a DVI moniter with the same effect. i have no other system i can test the card in im afraid. Im guessing its DOA...
