FPS on League of Legends with this build?

So my current computer is only capable of putting on 8-14 fps on league on lowest settings (Neigh unplayable and with my ping as of late being over 160;unplayable)lol. With teamfights dropping as low as 1 fps. (lmao.) So, anyway I've been saving up to build a gaming pc. I should have enough to get all the parts within the next month, so my question is: Should this setup be capable of running atleast a stable 60 fps on league on max settings? (Assuming none of this will be overclocked)

Solution
You can pretty much play lol on ultra with the intel hd graphics.
But if i had to guess, with vsync off, that system should easily play lol at ~200-300 fps.


I don't agree, it's a good all around computer for any game. You will get a decent lifespan without having to upgrade anytime in the foreseeable future.
