Does Case PSU add up?

So I came across a case that had 420W PSU. Does that mean I only need 400W more for a total 820 W or do they not add up?

It would be difficult to use two psu's on one computer

Its also true that the psu's that are included with cases are almost universally poor quality . Antec is the only exception I know of .

It's going to be a 780 Ti 2-way with a G.1. Sniper m5, 8 gig ram, i7 4770K overclocked 15%. Those are the main specs.
