Locating pins on a old celeron CPU

Hi I have a old Celeron CPU from a Dell Dimension 2350. I'm trying to find the power and ground pins. I'm not sure what socket it has but it said this on top of the CPU:
Intel 02
CELERON
1.70GHZ/128/400/1.75V
SL68O COSTA RICA
3302A 130-0292

I'm trying to heat a heat sink and blow the air so my cat can sit next to it when its cold in my room. I still have the motherboard the CPU came from just incase. Also i saw some guy on youtube who just sautered the CPU in 2 spots and just plug the power into a laptop with a USB, which seems like it would smoke it.

Well i also was going to try using the CPU to heat water and the water will go into a radiator and ill have a fan behind it (yes I know what I'm doing). Also fan heaters are 1kW, unless your talking about some other heater. Or i can make a hot plate.

So how can i wire the CPU to power it?

No I mean how can i power the CPU without a motherboard. I just don't want to use a motherboard because it probably uses a little more power because of all the capacitors and stuff, and takes up space. and my dad already pays almost 200$ for the electricity bill. (tier 4 which is the max) I already have a water pump setup for it to push the water to the radiator.
