[Now Solved]Some Strange problem with the Ethernet connection. (It's NOT THE ROUTER)

Hi,
I wanted to download an file when I noticed something strange happening to my internet connected to the Ethernet port. What's the problem ? - At first it gives me full speed (60 KBPS, my download limit has finished) but then after 15 mins it go's to 30 KBPS ma and avg. is 15KBPS (sometimes lower) and that too constant. While playing games (Especially CoD MW2) it just doesn't connect to it and also yesterday I wanted to update my game on steam and it always couldn't connect. In CS:GO I got 50% choke constant. Though when MW2 connected that wasn't the case.
Though there is one solution I found and that is disconnect and connect the modem or disable the network adapter and re-enable it but after 15 mins the same thing happens. Also I recently changed my LAN Card , is that the problem also I am ready to install Windows Again. I also tired changing my DNS to Google DNS but without help.

It sounds like your being throttled by your internet company especially with those speeds. when ever iv seen that type of signal degradation its one of three things, faulty lan card "something to do with cashe on the lan card idk could be wrong on that" or throttling.

Thank you for replying, it was fine and even after the limit was finished it had been running quite well. It had finished about 24 days earlier and I started facing this problem just now about 2 days ago.

Thank you for replying, but I think it's not throttling as when I go to Change adapter settings and disable and re-enable my network device it goes back to the normal speed . This is what I did right now or else I couldn't even have reached this page it's that slow. But I do think your second answer is correct as I was suspecting the same thing as the card I am using right now is second hand and was replaced right now 1 month ago when my internal LAN card stopped working. But do you know anything about clearing the cache on LAN card anyway this is the model of my LAN card- Acer ALN-330 10/100 PCI Fast Ethernet Adapter
