NEWISYS NA-1400 No connection

Recently, I bought a Newisys NA-1400 from a secondhand shop, and without hard-drives (which this company removes and wipes for security and liability). I cannot get the hard drive lights to come on or the network connectivity lights to come on for more than a few seconds. The fan comes on, and the power button appears to turn the unit on and off without too much issue. I let the thing sit for more than the recommended start-up time, to no avail.

My question is a) is this thing toast that I should scrap or b) can I bootstrap this thing via the USB ports on the front and then where would I find such an image?

Solution
On a functioning computer you would be able to get to the bios even without a hard drive. I suspect its dead. Try taking out the the ram/memory and then power it on. If it doesnt start beeping to give the 'no ram detected' error then it is indeed dead. Try reseating the cpu, check the power supply voltages on the cpu power & 20/24 mainboard power connectors.
