I want to build a decent first desktop build. I do not have a set budget or date of purchase, but am going to set a cap at $400. I would prefer for it to be as cheap as possible but still fulfilling the below described requirements. The primary point of the build is to run games such as: Star Trek Online, Warframe, Crysis 2, Minecraft, and World of Tanks. The build must run these games at a steady fps of 60 on lowest settings at the below resolution. The last requirement is for the motherboard to support new technologies for upgrading purposes in the future.

System Usage from Most to Least Important: Gaming, Surfing the web, Youtube, Accounting.

Honestly though, for upgrading to an i5 or i7, you'd really want an 1150 motherboard. I don't see a lot of CPU's coming to the 1155 chip set, especially with the Devil Canyon releases soon. Either way, if he was going to upgrade it, he'd need to upgrade the motherboard, case, and the PSU. The build I had, he can upgrade the motherboard and CPU in the future, and he'd be done.
 
Cheap cards rarely have the bandwidth to hold 60 fps in anything; they can shoot from 80 fps to 30 fps for seemingly no reason, just depending on changes to the underlying mechanics of a game. Most low-budget cards were made with 30 fps in mind, and tend to fluctuate wildly, hitting higher highs and lower lows once you try to pass that.

The GT 640 won't do any good in gaming , same for the 6670 , they will both barely play on low on current games , even at 1024x768 .
The 7750 is the minimum required to play at a playable FPS on low resolution .
