Windows 8.1 cannot see my 1TB hdd

All my components are new and installed today. When installing the OS, the installer could see both my 120GB SSD and my 1TB, but Windows cannot. It is a brand new drive.
How can I create partitions on the drive?
Disk Management cannot see my drive either... yet the SeaTools can. Do the Seagate HDDs need a special install for Windows to see them?
