So I'm upgrading, rebuilding, or starting from scratch, whatever you prefer.

I'm not much of a gamer, but it is in the search for faster processing and better graphics that I am upgrading. I do have some budget, ie I'm not about to spend $500 for a CPU, but I'm willing to spend for assured quality.

I mainly do work with graphics, digital art, many-layered Photoshop evils which demand more than my current setup can provide.
Previously I built on a budget and whilst still on some monetary restiction, I am predominantly in the pursuit of and willing to pay for assured quality.

I have no preference between AMD amd Intel: just whatever is going to provide.

I currently run a 2.7mhz Pentium E5400 2Core with only 4GB RAM on an old Gigabyte board which is not worth building on anymore. Basically anything is going to be an improvement, but I am looking at making a jump to something perhaps just higher than mid-range.

Any suggestions will be duly appreciated. Thanks in advance.

Solution
You need the whole new system.
Get the i7 4770K + Z87 MB, gtx760 I think you need RAM too, like 8GB or 16GB. Also you need the PSU too, a good brand 500W haswell compatible like XFX, Seasonic, some of the Antec and Corsair.

If those are over budget, get the AMD fx8320 + GIGABYTE GA-970A-UD3P AM3+ or ASUS M5A97 R2.0 AM3+, you still need the gtx760 + the good PSU.
