My pc isnt booting properly

Hello all, today i decided to clean out my pc, so i unscrewed the heatsink and cleared out all the dust. Then i took the cpu out and replaved it to make sure it wasnt loose. Now, i cant screw the heatsink back in, so i put blue tack on the screws and put it back in to hold it in place. Then when i tried to boot it stays on for 3 seconds and shuts off. And it keeps looping. Thats all it does and i cant seem to fix it. When it shuts off it beeps.

Are you sure you put the CPU in to the socket so that the little arrow on the CPU is in the same corner as it is on the socket? Are any of the CPU pins bent? Did you get any thermal paste on any of the pins? Did you replace the thermal paste when you unattached the cooler?

Hey, I randomly decided to take one of the sticks of ram out of my pc and by jove, it worked. This is very strange because no matter what the pc WILL NOT boot if that stick of RAM is in the pc, no matter the port. Any Idea how this happened and why it's stopping boot?
This isn't too much of a problem to me as it is only a downgrade from 16gb to 12gb but yeah. Thanks for your suggestions :)
