Well using the link you provided above and close to your budget, here is my Intel suggestion:

Intel

This CPU isn't unlocked, so you won't be able to overclock, so you should be able to save some money on a motherboard because there is no sense getting a Z87 chipset if you aren't overclocking. It's a bit over budget, but like I said, you should be able to save some money going with a B or H series chipset.

If you are interested in AMD, then it'd be this one I'd suggest:

AMD

It's a bit under budget, I would have went for the FX 8350, but this site doesn't seem to stock it. With this CPU, you can overclock if you get a decent motherboard.

my budget is of Rs.12000 i will go with i5 but if there is a good amd processor in this range i will go for amd not a problem at all

well just CPU if i covert that amount into dollars it will be around 200$...computer components cost too much here in india

If your going with a FX 8350, I'd think you should be OK with this board:

It shouldn't break the bank, and it's got enough cooling on the VRM's to allow some overclocking if your interested in that.

One thing, I'm Canadian, but I work in the middle east. I work with a few Indians and one of them here asked me to look at his laptop. It has 6GB of RAM, but was only reporting 3.2GB. At first I thought Memory Remap was disabled in the BIOS, but when I got looking, he had Windows 7 32 bit. So make sure you specify 64 bit when buying Windows if you plan on using 4GB and up. It seems that the vendor that sold my friend his copy of Windows wasn't too knowledgeable. That's not to say it couldn't happen in Canada either, but I know it happened to him for sure in India.
