With your requirements your options are either limited or none at all.
To start with there are no decent board with micro ATX form factor. All boards with 970 and 990 chipset are miniATX.
Onboard graphics are non-existent in that segment as well. The one that have it are 760 and 960 chipset, but they are not up to the task to handle 8 core FX CPU.
PCIE 3.0 is not on the AM3+ boards because it is not supported by the CPU. The only one I know of is Sabertooth, but that is an expensive cards if you ask me.
Then there is a throttling and VRM problem in the lower segment. Most of the cheap end have 4+2 phase and they are not up to the task to comfortably handle 8 core chips without throttling down the CPU. The most famous card to have high rate of vrm failure is 970A-G43.
You need a 6+2 or 8+2 phase motherboard, and the cheapest are only these

Your best bet is either something from these options or look elsewhere entirely. Onboard graphics with HDMI are on FM2 but there are no high end CPU’s. Lose out on form factor and get yourself a cheap GPU and have a 970 or 990 chipset motherboard minus the PCIE 3.0
