Motherboard Mystery. No display, no beep.

Board is an ASRock Z68 Extreme3 Gen3

Two months ago I needed to replace the fan in my GPU. After doing so whenever I turned the power on I would get no display. The lights on the board are on, the fans spin, but nothing. The monitor seemed to realize when it was plugged it but entered a sleep state.

I assumed I damaged the GPU (monitor works on other computers) and got a replacement. Same issue. Out of ideas I took it to a repair shop. The GPU worked fine in another computer there and he was able to get display using the onboard card. When I came back later he said that he had taken everything apart, cleaned it, and put it back together. He said that the grounding pin was missing and I saw the display work on his monitor.

After taking it home yesterday, setting it up, and turning it on I had the same problem again. Then a reset made it work somehow. This morning, however, I've tried to get it to work several times with no luck. I'm fairly sure it's the motherboard causing the issue. After looking up the symptoms (no beep or display) I've reset and cleared the CMOS. Still nothing. All out of ideas here.

So two questions
1. Does anybody know how to solve this problem?
2. If I am unable to fix it, would replacing the motherboard do the trick, or could this issue stem from something else?
