ASUS P9X79 LE, i7-4820K, No Post, No BIOS, CPU LED Is Red

System Build List:
• NZXT Phantom Enthusiast Full Tower
• Asus P9X79 LE Motherboard
• Intel i7-4820K
• Hyper 212 EVO CPU Cooler
• Corsair CX600M PSU
• Gigabyte GTX 770 2GB
• Corsair Vengeance Blue 8GB DDR3 RAM (x1)
• Kingston HyperX 3K SSD 128GB
• 1TB Western Digital Hard Drive

Problem: The system doesn’t post or enter bios, in addition there are no beeps coming from the speaker. However, power is supplied to all the SATA drives (Optical drive, HDD and SSD), fans and etc. when the system powers on the motherboard LED is green, but the CPU LED is red. Also, When I press and hold memOk! The DRAM LED quickly flashes red once and the system immediately shuts down (like a power switch), but the green motherboard LED is still on.

The solutions I’ve attempted;
Disassembling and reassembling the whole build.
• Breadboarding with only the CPU, RAM and GPU.
• I’ve tried the ram in all the DIMM slots, including the recommended one in the manual which for me was D1.
• I’ve bought a new PSU, this was kind of a premature decision and I should have done more test but at least it shows that the PSU wasn’t the problem.
• Flashed the bios and reset the cmos by taking out the batter for roughly 10 minutes
• I’ve made sure I’ve built it using an anti-static wristband on a cardboard surface. – Precaution
• The CPU connector is definitely plugged in.

Any help would be greatly appreciated and I hope I’ve been clear.

I will post pictures to help(the position of the RAM varies in the pictures as i was testing different slots, but the recommended position is DIMM_D1), if there is something wrong in the set-up please tell me;

Thanks for the quick reply;
Just double checked it, the CPU is placed in its socket properly and I remounted the CPU cooler just in case - i don't think the heatsink was on correctly because after remounting it actually began conducting the heat from the CPU, whereas before it was not. But, the CPU LED is still red, also there are no bent pins or visible CPU damage.
