That motherboard supports up to 4 GB of DDR2 memory in each slot and it has 2 slots so yes you can use 8GB RAM (2 x 4 GB sticks) and the PCI-e x16 slot is 2.0. If you will be using a PCI-e x16 3.0 card, it won't function up to its full potential.
RAM: each of the two slots can support up to 4GB RAM. 2 x 4 = 8, so yes, the board supports 8GB RAM in total.

Graphics card - the amount of memory on the card is irrelevant as far as compatibility is concerned.
What matters is the type of interface the card has, it must match the type of slot on the motherboard.

The board has four expansion slots as follows:

1 x PCI Express x16 slot
1 x PCI Express x1 slot
2 x PCI slots

You could easily have found all the above details yourself on the product page, under the "Specification" tab.

Most new graphics cards today require a PCI Express x16 slot so you are okay choosing one of those, assuming the slot is not already occupied.

I suggest 2 sticks of 4 GB ram. It seems like those ram slots only support 4 gb maximum and only DDR2 memory. As far as the graphic card is concerned. What are you planning to buy or have already bought. Although that slot can run entry to med level cards but if the card is too strong and your processor is too weak than there is gonna be a bottleneck. What are your current system specifications.

Look up for the specifications for your card. There will something written as Bus Support: PCI Express 3.0 or Bus Support: PCI Express 2.0.
