That's taken from reinstalled windows 8. I reinstalled windows since I have had a lot of trouble running pretty much any games since my cpu usage seems to peak on 100% in pretty much every game I have played (archeage, black desert, diablo3).

My cpu usage on diablo 3 is around 60% on idle which is pretty high on a game like that. THe speed in the task manager never goes over 0,8ghz. So is my cpu staying on low mhz all the time or what's going on?

Please ask for more information I don't really know what I should list here.

What are your temps under load? Use HWMonitor to find out; Your CPU might be throttling.

Forgot to include that. My temps on extreme load are around 70 celsius. and don't think I have ever went past 55 while gaming. I got h100i cooler.

What are the rest of your specs? What happens if you set it back to stock clocks?

Can we try some basics please?

Download and run SPECCY, copy and paste the first tab to show your idle temps
Download and run MSI Afterburner, run some of the games that crash, what temps are you getting when underload?
Open Computer, Can Air dust out the bunnies and use paint brush on the vents, coolers, fans, etc.

Did you install all Windows Updates? Windows 8.1 is only downlaodable from the STORE, so you have to access it there. Then you need to 'search' for Windows Update and do all Windows Updates including OPTIONALS.

Download and run Slim Drivers, install all the latest updates but you don't need to reboot until you do the last update

Remove whatever AV your using and go to www.filehippo.com and download AVAST! or AVG and do a full system scan - this repeatedly has resolved alot of people issue relying on MS Essentials.

Download Malwarebytes do a full system scan (AV doesn't pick up alot of malware) - this resolved almost ALL other similiar posts to date as most had Malware the AV didn't pick up.
Repeat the AV/Malware scans till the system comes up clean.

Tell us the results and lets see what we have.

It sounds like you are throttled by a badly seated block or something.
0.8 gig and 70 Celsius?

I would drop back 200 meg and check it out.

"don't think I have ever went past 55 while gaming."

To my understanding Haswell CPUs throttle around 90-100C so temps don't seem to be the problem here.

also something to note that cpuz actually shows that the cpu is running on 4400mhz. I'm testing with stock clocks in few hours.

Do you actually get lag in games because of this? If not, it might be just an error in the readings.

Yes a lot of frame drops. Diablo 3 is pretty good example It's using 60% on idle and when something happens it's jamming on 100% and i get a lot of freezes. There a lot of other examples that mostly uses gpu, but somehow I'm still managing to gap my cpu load on 100% and I start getting massive fps drops.

And now that I have been testing it looks like stock clocks my speed in the task manager is going up normally. So how could the overclocks make the speed get stuck to 0,8ghz? Temperatures aren't the problem really.
