At the moment yeah, but I would assume that we just haven't optimized for it yet because of the amount of people who don't use PCIe 3.0 yet, and besides; a lot of cards are being released that just don't work or don't make sense at all (practically, not literally) with their features (64-bit 4GB DDR3 Graphics RAM anyone?). There is still a lot to use with PCIe 3.0 other than graphics cards though, but it looks like mostly server applications for now.
